Technology managers are under pressure to maintain their core ICT portfolio whilst simultaneously attempting to implement new line-of-business solutions and embrace the use of digital technology.
Very few CIOs have adequate IT resources to tackle this ever-expanding to-do list! Other than hiring additional staff or outsourcing projects, alternative options must be considered: No-code is a developing trend that most CIO´s believe merits investigation (albeit primarily for departmental scale systems).

So how are additional IT resources created without increasing headcount? Well basically end-users are engaged in building much of their own solution, typically offloading 80% of the technical IT resources otherwise required.
What is not so immediately obvious, is how this approach improves the efficiency of the overall resource inputs and has a track record of having a better chance of a successful business outcome compared to traditional approaches where internal IT is “commissioned” to build or manage the build of a system meeting a formal requirements specification: Being close to the business process, requirements capture communication is reduced, whilst end-user engagement from the start simplifies change management.
This is the so-called “Citizen Developer” movement which uses tools such as AUTTO, allowing process owners and business users to “self-automate” much of their work, rather than expensive and slow to implement custom development or standardised package software.
So why do CIO´s have reservations with end-user led solutions?
Professional IT managers are concerned no-code technology will create shadow IT issues they will have to eventually fix, will be applied to problems with no real business case or where other stakeholders have not been considered. End-user led development also raises worries that IT governance issues including creating data islands or security vulnerabilities will not be addressed.

Professional IT staff are not absent from all this! Rather, the role moves to one that facilitates no-code success: Specialists are required to create and monitor no-code guidelines, police the use of Citizen Development projects, review DPA compliance, ensure organisational data integrity, verify appropriate infrastructure resilience and configure more complex items such as APIs to core systems and integrate to user authentication services for SSO.
